Harford County

Hartford CountyThe county seat, and home of the Circuit Court and District Court for Harford County is in Bel Air. Bel Air is known as the “Heart of Harford”.  Harford County consists of Aberdeen, Abingdon, Bel Air, Belcamp, Benson, Cardiff, Churchville, Edgewood, Fallston, Forest Hill, Gunpowder, Havre de Grace, Hydes, Jarrettsville, Joppa, Magnolia, Perryman, Pylesville, Street and Whiteford.
Harford County is home to the legendary, Cal Ripken, Jr., born in Havre de Grace in 1960.  Cal became a legend beating Lou Gehrig’s all time record for consecutive games on September 6, 1995, and earning him the name “Iron Man”.  His father, Cal Ripken, Sr. was a native of Aberdeen, which is also home to the Ripken Stadium and Aberdeen Ironbirds, in addition to several military families because of the Aberdeen Proving Grounds.

Harford County was known to many as a quiet and rural County.  However, more and more individuals are relocating to Harford County causing an increase in population, traffic and construction.   This in turn can be attributed to the rise of  automobile accidents for the many commuters that commute form Harford County to the City to work.   As a result, personal injuries are rapidly increasing in Harford County.  Injured victims often remain unaware of their rights or options available to them when involved in an  automobile accident, motorcycle accident, truck accident or work related injury.  Harford County Circuit Court is known to have  a “conservative jury pool”  making this a jurisdiction that many personal injury attorneys are reluctant to file suit in.  Simply stated, juries in Harford County may not award a lot of money for automobile accidents or other  personal injuries.  However, many cases need not be filed in the Circuit Court.  If filed in the District Court, a Judge, instead of a jury will hear the case.  The Judges in Harford County are known to be fair to accident victims.  It is important that an injured person retain the services of an attorney that has experience dealing with this Court system to maximize their recovery.
In this County, the Circuit Court and District Court are situated across the street from each other.  The Circuit Court for Harford County is located at 20 W. Courtland Street, Bel Air, Maryland 21014 and the District Court for Harford County is located at 2 S. Bond Street, Bel Air, Maryland 21014 and in walking distance of the Circuit Court.   Currently there are six Circuit Court Judges, Honorable William O. Carr, Honorable Maurice W. Baldwin, Jr., Honorable Angela M. Eaves, Honorable Thomas E. Marshall, Honorable Emory A. Pitt, Jr., Honorable Stephen M. Waldron and Honorable Cypert O. Whitfill.  The District Court of Maryland for Harford County has four judges, Honorable Victor K. Butanis, Honorable Mimi R. Cooper, Honorable John L. Dunnigan and Honorable Susan H. Hazlett.
