The first settlement in the area of what is now the City of Alexandria dates to 1695, however, the city was first incorporated in 1779. Alexandria holds the distinction of beginning as a city in Virginia, being chosen by George Washington to be a part of the District of Columbia in 1791, and then returned to Virginia in 1846.  The City of Alexandria was the site of the first fatalities in the Civil War.  Within a month of the battle at Fort Sumter, where there was no loss of life, a Union Colonel and a Confederate Captain were killed in a skirmish over a confederate flag that was flying over a local hotel and was visible from the White House. 

As an independent city of Virginia - not affiliated with any county, such as Fairfax City or Manassas-Alexandria derives its governing authority from the Virginia General Assembly.  In order to change the organization or powers of the city’s government, the city must request the General Assembly to amend their charter.  The city is surrounded by Fairfax County in the West and South, Arlington County in the North, and the District of Columbia in the East.  The city is made up of the neighborhoods of Old Town, Rosemont, the Berg, Del Ray, West End, and NorthRidge.  As an independent city, Alexandria maintains its own centralized government, police force and court system.  

The Alexandria courthouse is located at the 500 block of King Street in Old Town.  The court system is separated into two divisions; General District and Circuit Courts.  The General District Court can consider cases up to $15,000.  These cases are decided by a judge and can be completed in less than four months from the initial filing date.  In larger cases, the Circuit Court is the proper venue.  These cases take up to one year to complete and are generally heard before a jury.  Although Alexandria is a small area of just over 15 square miles, the make up of the city still creates diverse jury pools.  The juries are not considered to be quite as conservative in personal injury cases as some of the City’s neighbors.  This generalization is not always accurate, however, and is dependent on the type and severity of the accident and the resulting injuries.  While juries can be conservative when it comes to smaller accidents with only physical therapy or chiropractic care they can also be extremely generous in cases where there has been a significant accident and an objective injury.
